Damage Prompted Right of Way Permits

The City of Blair is aware of concerns with fiber optic and other utility contractors causing damage to private property and private utilities. To help address these concerns, the City of Blair began requiring and enforcing Right of Way (ROW) permits for any company doing work in the city's ROW about a year ago. The City will be able to track which contractors are in each area and obtain valid insurance information for each company.
The City is also requiring a 24-month observation period where the company needs to watch for settling or other damage. Often, damage is done without anyone knowing at the time, and months have passed by the time an issue arises. While damage to private utilities or property, while in the ROW, is ultimately a private matter between the property owner and the company doing the work. The City of Blair will share the contact information and insurance information upon request. If you notice work in the city and are concerned about the status of the project and the permit, please reach out to City Hall at 402-426-4191. City staff can verify that the contractor has a permit.
